LEADERSHIP Public Service Person of the Year 2025: Dr Zacch Adedeji

For his exceptional performance in championing tax reforms, driving digital transformation like no other, leading a customer-focused governance system and passionately driving Nigeria’s transformational fiscal discipline while growing the nation’s non-oil revenue, Zacch Adedeji is the LEADERSHIP Public Service Person of the Year 2025.

When Dr Zacch Adedeji was appointed Executive Chairman of the Federal Inland Revenue Service (FIRS), expectations were high. In just two years, he has surpassed them with uncommon distinction. He has repositioned the FIRS as one of Nigeria’s most effective and digitally advanced public institutions, demonstrating visionary leadership, fiscal discipline, and a deep commitment to national development through sustainable revenue generation.

A consummate reformer and technocrat, Dr Adedeji embodies the quintessential qualities of a transformative public servant: disciplined, pragmatic, innovative, and purpose-driven. His leadership philosophy combines clear strategy with measurable outcomes anchored on the principles of transparency, efficiency and taxpayer service.

Under his stewardship, FIRS has consistently broken records in revenue collection, setting new benchmarks for performance and accountability. In 2023 when he took office as head of the tax watchdog, the Service collected N12.36 trillion—107 per cent of its N11.55 trillion target—surpassing every previous achievement in the agency’s history. The following year, FIRS again exceeded expectations with N21.7 trillion against a target of N19.7 trillion.

Between September 2023 and August 2025 alone, the Service mobilised about N46 trillion in tax revenue, representing 115 per cent of the combined revenue target of N40.07 trillion. These results are not coincidental—they reflect the deliberate execution of reforms that expanded the tax base, improved compliance, and enhanced operational efficiency.

By reducing Nigeria’s dependence on oil revenues and strengthening non-oil tax collections, Adedeji has reinforced the fiscal foundation of the economy and restored confidence in domestic resource mobilisation as a tool for national growth.

Dr Adedeji’s administration has spearheaded some of the most ambitious tax reform initiatives in Nigeria’s modern history. Recognising the limitations of dated tax laws, he championed the introduction of landmark legislation including the Nigeria Tax Act 2025 (NTA), Nigeria Tax Administration Act 2025 (NTAA), Joint Revenue Board of Nigeria (Establishment) Act 2025 (JRBA), and Nigeria Revenue Service (Establishment) Act 2025 (NRSA).

Those legislative instruments collectively simplify tax administration, harmonise inter-agency collaboration, and align Nigeria’s tax system with global best practices.

He also restructured the administrative model of the FIRS—moving from tax-type divisions to function-based groupings—to enhance service delivery and ensure taxpayers are served according to their needs rather than bureaucratic categories.

Driving Digital Transformation

A strong advocate of digitalisation, Dr Adedeji has successfully integrated technology into every aspect of tax administration. The TaxPro-Max platform, a flagship innovation of his tenure, now automates more than 80 per cent of FIRS operations, reducing manual processes, improving transparency, and ensuring ease of tax payment and filing.

He also expanded the use of e-Invoicing, *USSD (829#) services, and the National Single Window Initiative, which streamlines trade facilitation at the nation’s ports and harmonises revenue collection across agencies.

In addition, the creation of self-service centres across FIRS offices empowers taxpayers with direct access to digital tools, significantly enhancing convenience and compliance. These initiatives have made FIRS a model of e-governance and digital public service delivery in Nigeria.

At the heart of Adedeji’s reform philosophy is a firm belief that taxpayers are not just revenue sources but key stakeholders in national development. He has therefore institutionalised a customer-centric culture within FIRS, defining its primary customers as taxpayers, vendors, and staff.

Through the One-Stop Shop Initiative, taxpayers can now access tailored services under one roof, while internal reforms have improved staff welfare and productivity. By introducing customer mapping and satisfaction tracking mechanisms, Adedeji has built a culture of empathy and responsiveness in a historically rigid public institution.

His leadership mantra — “Fair tax administration through responsive and accessible service to optimise revenue for national development” — encapsulates his commitment to balancing efficiency with fairness, ensuring that taxation contributes meaningfully to inclusive national progress.

Beyond revenue collection, Dr Adedeji has anchored FIRS’s operations on a broader vision of national economic transformation. He is working to raise Nigeria’s tax-to-GDP ratio—currently below the African average—to 18 per cent within the next few years. This goal reflects his strategic understanding of taxation as a tool not just for funding government expenditure but for driving fiscal sustainability and shared prosperity.

Through robust stakeholder engagement, inter-agency coordination, and private-sector collaboration, Adedeji has fostered a cooperative tax environment that balances compliance with growth incentives. His policies have enhanced business confidence and aligned Nigeria’s fiscal system with the nation’s development agenda.

Dr Adedeji’s leadership is defined by quiet strength, intellectual rigour and an unyielding sense of purpose. A trained economist and a holder of a doctorate in Accounting, he combines technical expertise with a forward-looking vision for fiscal governance. His approach reflects the traits of a true Capricorn—disciplined, strategic, ambitious, and focused on tangible results.

In less than two years, he has turned FIRS into a high-performing, digitally advanced, and citizen-oriented institution. His emphasis on staff motivation, technology adoption, and process transparency has not only improved efficiency but also restored public trust in tax administration.

Dr Zacch Adedeji’s record at the Federal Inland Revenue Service represents one of the most compelling success stories in Nigeria’s contemporary public administration.
