For his visionary leadership, unwavering commitment to financial inclusion and transformative contributions to Nigeria’s economic development, Dr Tony Okpanachi, Managing Director and Chief Executive Officer of the Development Bank of Nigeria (DBN), is LEADERSHIP Banker of the Year 2024.
Dr Okpanachi’s tenure at the helm of DBN has been defined by a deep-seated passion for empowering Nigeria’s micro, small and medium enterprises (MSMEs), the backbone of the nation’s economy. Since his appointment in January 2017 as the pioneer Managing Director and Chief Executive Officer, he has positioned DBN as a critical catalyst for sustainable economic growth, bridging Nigeria’s financing gap for small businesses and promoting inclusive prosperity.
Under his leadership, the Development Bank of Nigeria has disbursed over N1.1 trillion to MSMEs across the country, impacting over 700,000 enterprises, 65 per cent of which are owned or managed by women and youth, resulting in the creation of over 1.2 million jobs. This strategic focus on inclusivity has not only deepened access to finance but has also contributed significantly to job creation, poverty reduction and resilience across sectors.
Dr Okpanachi’s forward-thinking approach has strengthened DBN’s role as a model development finance institution, one built on innovation, sustainability and impact measurement. He has championed the use of data analytics and digital platforms to expand lending efficiency, ensure financial transparency and improve credit delivery to underserved communities. His leadership has also reinforced DBN’s partnerships with over 65 participating financial institutions (PFIs), enabling them to lend to MSMEs with greater confidence and improved risk management.
Through his stewardship, DBN has become a symbol of stability and purpose in Nigeria’s evolving financial ecosystem. The bank’s development impact strategy anchored on sustainability, gender equity and environmental responsibility reflects Dr Okpanachi’s belief that banking should be an instrument of national transformation.
Beyond institutional milestones, his influence extends to policy advocacy and capacity building. DBN on his watch has established impactful initiatives such as the DBN Entrepreneurship Training Programme (ETP), which has trained over 9,500 entrepreneurs in business development, governance and financial literacy, equipping them to scale their enterprises sustainably.
Dr Okpanachi’s over-30 years of banking experience spanning commercial, retail and development finance has shaped his holistic understanding of Nigeria’s financial architecture. Before he joined DBN, he held senior leadership positions at Zenith Bank and the Bank of Industry, where he honed the principles of strategic finance, operational discipline and institution building that now define DBN’s success.
An alumnus of Ahmadu Bello University, University of Lagos and Alliance Manchester Business School, Dr Okpanachi holds a PhD in Business Administration, complemented by executive education at Harvard Business School and other global institutions. He is a Fellow of the Chartered Institute of Bankers of Nigeria (CIBN) and a widely respected voice in Africa’s development finance circles.
